Check out DigiPi, this is a fun Pi0 - Pi4 project and it works great as a portable EMCOMMs setup.
You will need a sound modem device, DigiPi has a few suggestions and Masters Communications has a new Pi Hat DRA device. I have one of these running on a Pi3 with a Digirig and it works great with my HT.
